PRAIRIE WIND CASINO – On Wednesday, December 30, the Oglala Sioux Tribal Council met for their regular December session; with a vote of 20-0, the council voted to seat Jody Bird Head(three year term), Janelle Rooks(three year term) and Maxine Knife Chief(two year term) on the OST Cannabis Commission.

A total of 14 people had expressed interest in serving on the Cannabis Commission, following presentations and a question and answer period, the council voted for representatives including Jody Bird Head 12, Jenelee Rooks 9, Maxine Knife Chief 9, Josh Williams 7, Waysha White Face 6, Dave Livermont 4, Marty Pourier 3, Jeremy Frazier 3, Sylvester Thomas 3, Trevor Zaits 2, Jennifer Chase Alone 1, Burl Richards 1 and Gerald McLaughlin 0. Bird Head had a majority after the first round and in the next round it was Rooks 13, Knife Chief 11, Williams 8, White Face 5, Livermont 2 and Thomas 1.

With a vote of 19-0-1, the council approved a Presidential Proclamation in honor of Thomas Poor Bear in appreciation for all of his work with the tribe and designated December 11 as Thomas Poor Bear Day. Nakina Mills had filed a complaint against the OST Election Commission, after an executive session, the council dismissed the complaint.

The special attorney contract for Dana Hanna was approved 17-3; council voted 19-0-1 to investigate the tribe’s purchase of 11 trailer homes for $15,000 each, three have been delivered, Wounded Knee, Pass Creek and Wakpamni were to receive the first trailers, Wakpamni’s got to #4 but not all the way and didn’t seem livable.

Cora White Horse, finance committee chair made a motion to have a meeting with district chairs on Thursday to go over CARES Act spending and budgets and stop all spending til Thursday except for day laborers, contact tracers and border monitors, passed 16- 2-2, voted 19-0-1 to cover the cost with $300,000 to be covered by final CARES Act check; voted 20-0 to approve contract for Doug O’Bryan Contracting for completing the Pine Ridge lagoon.
